I think it may have originally been meant to be some kind of wild lingerie piece since the fabric used is that nylon chiffon typical of lingerie during this time period but it absolutely can be worn as a dress now

I believe is actually from the menswear line from when Nicolas Ghesquire was the Creative Director for the brand. A version of it was worn multiple times by Carine Roitfeld during that season and into the nect and I have spotted her wearing hers even up to the last couple of years. The hat is made out of a deep green corduroy that is top stitched around the brim. It is intentionally slouchy and soft
